Small Business Technical Assistance Program

The Clean Air Act Amendments of 1990 added new requirements to help states achieve air quality standards. A variety of small businesses will now be regulated. To help the affected small businesses comply with these new regulations, Congress mandated that each state provide free technical assistance for related sources. Mississippi's program provides free, non-regulatory assistance to affected sources through outreach and on-site technical assistance.

The Mississippi Commission on Environmental Quality, acting through the Department of Environmental Quality, shall establish and administer, in accordance with the Federal Clean Air Act, the Mississippi Small Business Stationary Source Technical and Environmental Compliance Assistance Program (PROGRAM).

United States Small Business Administration (US SBA)
The U.S. Small Business Administration, established in 1953, provides financial, technical and management assistance to help Americans start, run, and grow their businesses. With a portfolio of business loans, loan guarantees and disaster loans worth more than $45 billion, in addition to a venture capital portfolio of $13 billion, SBA is the nation's largest single financial backer of small businesses. Last year, the SBA offered management and technical assistance to more than one million small business owners. The SBA also plays a major role in the government's disaster relief efforts by making low-interest recovery loans to both homeowners and businesses.

Mississippi Development Authority
The Mississippi Development Authority stands ready to assist whether you are an international or national corporation looking to expand or relocate, a Mississippi company poised for growth, an individual with a dream of starting a business, a film studio looking for the perfect movie setting, or a family or individual searching for the ideal vacation or retirement destination.

Mississippi Small Business Development Centers (MSBDC)
MSBDC provide business services state wide and consists of the State Office and SBDCs located across the State. The MSBDC LOCATIONS link provides contact information for all the SBDCs. MSBDC provides a variety of services to small businesses (less than 500 employees) including counseling, workshops and information services. Resources are available to assist in business plan development, market analysis, capital sources location, technology transfer, innovation development, federal grant location, and other managerial and technical support services. MSBDC also provides information on complying with Federal regulatory rules under the Small Business Regulatory Enforcement Fairness Act of 1996.

Compliance Assistance Centers
Provide industry-specific compliance information. These "virtual" centers promote links between the small business community and their technical and regulatory providers. Through plain-English guides, consolidated checklists and other tools, compliance assistance centers seek to minimize waste production and maximize environmental performance.

Provides comprehensive environmental compliance, technical assistance, and pollution prevention information to the metal finishing industry. Offers training, state regulatory compliance guides, and two e-mail discussion groups on technical and regulatory issues.

Helps the automotive service and repair community identify flexible, common sense ways to comply with environmental requirements Offers comprehensive easy-to-understand information on environmentally protective and agriculturally sound approaches to compliance.

Provides regulatory compliance and pollution prevention information to organic coating facilities, industry vendors and suppliers, and others.
Direct chemical manufacturers to information resources and plain-language compliance assistance material.
Serves as a "first-stop-shop" by providing environmental management, planning, and regulatory information for local government officials, managers, and staff.
Provides compliance assistance information for each mode of transportation - air, shipping and barging, rail, and trucking.
Provides regulatory compliance and pollution prevention information to printed wiring board manufacturers, industry vendors and suppliers, and others.

EPA Small Business Gateway
The U. S. Environmental Protection Agency (EPA) gateway to environmental information and contacts for small businesses.

Companies may be required to comply with the National Emission Standards for Hazardous Air Pollutants for Area Sources: Industrial, Commercial, and Institutional Boilers, 40 CFR Part 63, Subpart JJJJJJ, which was finalized by the U.S. EPA on March 21, 2011, and then amended on February 1, 2013. The Area Source Boiler Rule may affect small boilers and process heaters found at facilities such as schools, churches, country clubs, hotels, restaurants, manufacturing facilities, etc., but it does not apply to boilers that burn only gaseous fuels.
